Hello, welcome to “The Public Health Model Job Descriptions Project 2.0.” My name is Danielle Zemmel, and I am with the HRSA-funded Region Five Public Health Training Center. We work to build capacity among local public health practitioners through training and workforce development. Some background information, public health job postings, and detailed internal job descriptions are critical tools for recruiting and retaining top talent in the governmental public health workforce. The Model Job Descriptions Project 2.0, or Model 2.0, is a free resource for any state, territorial, local, or tribal agency to use when building a more robust workforce to improve population health for methods and results.

Model 2.0 was built upon version 1.0 developed by the Region Five Public Health Training Center in 2022, and also incorporates aspects from another model, job description set, developed by the Public Health Management Corporation in 2024. This merged framework contains updated information and six additional occupations. Roles cover frontline and supervisory positions as well as independent specialists. Each role’s description contains up-to-date information on qualifications, certifications, knowledge, skills, and abilities needed for the role and duties, and each accompanying posting also contains language aiming to attract potential candidates to the position.

The freely available model 2.0 contains 30 distinct job descriptions and postings, an updated user guide, and a new brief overview video. For discussion and conclusion, as with version 1.0, model 2.0 is not mapped to any competency set, but an agency can modify these materials to any preferred competencies according to needs and priorities. The agency’s HR or Civil Service Department must ensure descriptions and postings match their own position and agency needs. The templates are meant to serve as a starting point and can be a vital resource for an agency’s HR and or hiring team to ensure that the right individuals apply for a position perform in a new role effectively and efficiently, that they can grow professionally with the appropriate support of the agency, and that they can remain with the agency, over the long term.
