The purpose of PHAB Measure 10.3.1A (Initial and Reaccreditation) is to assess the health department’s process for the resolution of ethical issues that arise from the health department’s programs, policies, interventions, and employee/employer relations. This guidance and template were developed to support health departments in meeting the requirements of this measure by documenting a clear and consistent process to deliberate and resolve ethical issues.
